The National Science Foundation (NSF) and Department of Health and Human Services (HHS), which includes the National Institutes of Health (NIH), are the two granting organizations with the largest budgets focused on the biotechnology sector. Although both agencies award Phase 1 and Phase 2 grants, key differences distinguish their respective proposal submission and review processes.
